How silly to suggest that they were close if one side says they were not. Last time I negotiated something both sides have to agree for an agreement to be effective. The Relatives may have thought they were close. But if they were not complying with the Government then they were indeed not close at all.

There would have been no negotiations necessary, no rescue necessary if they had obeyed the law in the first place.

I recall a song that applies to the Relatives position that might be more aptly titled - "They Broke the Law and the Law Won".
