Don't think Grant articulated the problem simply enough. Probably went right over the heads of a lot of listeners.

I would have used an illustration of a worker in a Dell Factory taking 30 hours to produce a 386 PC 4 years ago. If the worker now takes 30 hours to produce a Pentium, the Hedonic Index the govt is using credits that with a 500% productivity increase. It's like assigning more productivity to an autoworker if they put a bigger engine in a car.
