There is no absolute answer to that. A stock can be on a sell signal with an RS in X's, momentum positive, trend positive, RS buy and Cheeto supply at max. For that matter, a stock can have all the above, the sell signal and be buyable.

So, what to look for.

If you have a stock that is trend positive (which is a stock above the Bullish Support Line) whose momentum just flipped positive and a positive RS - in a favorable market - you look for good entry points. That could be pattern breaks or pullbacks.
