does the US not have a "not in the national interest" rule that prevents foreign companies from taking over companies like QCOM that have key technologies?

I believe there's something about foreigners purchasing a controlling stake in defense industry companies, and there's something about foreigners purchasing media companies, but Qualcomm doesn't fall into either category. Neither national security nor the Ministry of Propaganda depend on Qualcomm. Qualcomm's IP is not a strategic asset.
