International Law is very specific about the Refugees from Cuba that stay in the USA. If they are picked up in the water they must be returned. If they are able to walk to Land they stay. Everything past that Law is a "moot point" I have a house in Florida, and I have lived among the Cubans in Miami after Hurricane Andrew as a Volunteer...They have all the family values that we have lost...
