I drew none. I don't know if his refusal was due to pressure from the government- Castro- who has managed to turn this into an incredible PR opp against us. Or if he was relying on the representations made to him by US starting on Jan 5 that his son should be and would be returned to him. Or if he was unable to obtain a VISA. Or if he even tried. We know nothing. ANd what little we know is not grounds for terminating parental rights. WHich is the bottom line. Of this particular issue.
