As brec stated, this is essentially the case. If the MM does not post a new price within 5 minutes, he is barred from future trading in that specific stock for the next 30 days. He does, in effect, have to "Go home".

To be an active market maker in a stock, you must have a two sided market, i.e. both a bid and an offer. With then new SuperSOES rules, the system will automatically remove you posted quote once your size is exhausted, thus removing your two sided quote. You therefore are given a grace period of 5 minutes to repost a two sided market before being given the boot...
