WinStar Communications (Nasdaq:WCII - news) The telecommunications company is up 2 5/8 at 43 9/16 after AG Edwards upgraded the stock to ``buy'' from ``accumulate,'' citing a strong outlook for the fiscal year 2000 and a recently depressed stock price. Credit Suisse First Boston followed suit, initiating the stock at ``strong buy'' in new coverage
