The license programs from Microsoft are all OK. But when MSFT demands to be paid for each delivered PC instead of each delivered PC with Windows on it, then you have your case.

Another thing MSFT does is apparently not illegal in our country: I remember once I ordered Borland Delphi 2.0, for evaluation only, and somebody in the accounting notified the IT department (I was in R&D), and the head of the IT department asked me to return Borland Delphi 2.0 to the shop. The reason was simple: The company policy was to use MSFT products all over the place in order to get licenses cheap. Buying a thing like Borland Delphi (instead of Visual C++) would make us pay more in Microsoft licenses. I do not see this as fair competition.
