The speed of light in materials is related to the index of refraction
of that material. Although this is not simple
and the index of refraction is wavelength dependant and all
that, a typical index for fiber is in range 1.45-1.5. That
makes the speed of light 65-70 % of the speed of light in
vaccuo (index of refraction=1.0, 2.9979 x10^10 cm/sec).

Pulse propagation in the soliton regime is non-linear and
many dispersion effects influence it.
