Maybe the WTO is the proper choice of supervisor.

John Heine, a spokesman for the S.E.C., said that even when United States investors finally do get the chance to trade on Nasdaq iX, they should not expect regulators in the United States to protect them from such things as fraud and violations of insider-trading rules.

"Our jurisdiction is limited to the U.S.," Mr. Heine said. "If it occurs in the U.S., it's ours. If it's not in the U.S., it's not ours."
