What form of xDSL were they attempting or testing your loop for? Doesn't sound like ADSL, but there could be a piece of hardware in the line limiting the connection to a certain speed. I'd quiz them on that and ask where or what the actual problem is. Could be something as simple as a dirty connection or a critters nest inside where it screws things up. They can test and find exactly where the problem is to the foot. Don't forget that line-sharing is new and Covad is a CLEC.
