I do not understand how you can state: "Simply put, there appears to be practically no institutional interest in VLNC at this time".
To my way of thinking the rise in institutional interest over the past 3 months, from about 10% to 18% is dramatic at this point in time. And in my experience as institutional interests moves up to this level in this fashion it portends a runup in the stock price in the near future.
