After taking a look at the abstracts of E-Tek's patents, it looks like their lead researcher was Jing-Jong Pan, and a number of other individuals are credited as well. Cao is only credited on two patents, one assigned to Fujuitsu and Avanex, one to E-Tek, but not as primary inventor on either one. The patent for dense wavelength division multiplexer and demultiplexer devices which is assigned to E-Tek lists Jing-Jong Pan first.

These facts can be easily checked. <edit> Just ran a worldwide patent search on the European Patent database, still just those two US patents.
