RM, from what I've seen, the index funds move as quickly as possible to match the components of the s&p. Here's the logic. They get no brownie points for beating the index, and get crucified if they underperform. Accordingly, they take no risks in trying to time an entry.

Note that cbs is no longer traded. I doubt the index funds ever hold on to cash.
