This does make perfect sense, since Paris is *riddled* with underground tunnels, sewers, catacombs, and the like. There is virtually no reason to actually dig up any streets there for this reason!

Newer construction like La Defense have so many conduits in place that again, there is no need for any new digging to lay fiber.

A big danger to avoid is to keep rats from gnawing the cables - placing them high up helps in that regard too :-)
