C&W HKT Directors Look to Speed up PCCW Merger The board of directors at Cable & Wireless HKT, Hong Kong's dominant carrier, agreed to progress as quickly as possible with the merger with Pacific Century CyberWorks, the Hong Kong internet start-up. Proposal documents are due to be sent to shareholders before May 20. Shareholders of Cable and Wireless, the UK company that is selling its 54 per cent stake in C&W HKT, will vote on the merger on June 13. Graham Wallace, chief executive of C&W, restated his support for the deal. "C&W has irrevocably committed to accept PCCW's offer, and that's what we intend to do," he said. However, bankers note that the UK company would have a fiduciary duty to consider any higher offer that may arise, and that its contract with PCCW contains several loopholes that would enable it to exit the deal. Singapore Telecom and NewsCorp, which put up US$1 billion to support the Singapore carrier's earlier, unsuccessful bid for C&W HKT, are still looking at rejoining the fray. -----------------------------
China May Acquire Linux-based Software China?s Board of Education is expected to announce "significant" purchases of software for the upstart Linux operating system in the next month, according to an executive of US software distributor GraphOn. It would mark Beijing?s most concrete move to promote the free personal-computer operating system as a preferred alternative to Microsoft?s Windows.
India?s Growth Rate May Surpass China?s for First Time Since 1990 For the first time in a decade, India might grow at a faster rate than China this year according to the Asian Development Bank, in its annual economic outlook. The ADB projects that India will post 7 percent inflation-adjusted growth in 2000 and 2001, outpacing China, which it projects will grow at a 6.5 percent rate in 2000 and 6 percent rate in 2001. The last time that growth in India outpaced China was in 1990. India is benefiting from a resillient industrial sector, a reform-minded government and a software and services sector taking part in the New Economy boom. -----------------------------
Teleglobe's Initial US$40 Million Investment as Founding Partner of APCN-2 Cable Expands Company's Asia Pacific Network Footprint As part of its GlobeSystem(sm) network expansion plan, Teleglobe announced on April 27 that it has signed a formal Construction and Maintenance Agreement with several leading telecommunications companies to build the first self-healing high bandwidth fiber-optic submarine cable system in the Asia Pacific region. Teleglobe is initially committing US$40 million to the Asia Pacific Cable Network 2 (APCN-2) cable system. The system is designed to address shortages in capacity brought about by growing demand for data services in the region. APCN-2 complements Teleglobe's investment in more than 20 Asia Pacific undersea cables and will be directly connected to Teleglobe's GlobeSystem(sm) broadband network.

UTStarcom Signs New US$12 Million Contract to Install PAS in Jiangmen UTStarcom, Inc. signed a US$12 million contract to install its city-wide wireless mobile PAS telephone access equipment in the Guangdong Province city of Jiangmen. This is the first contract that UTStarcom has signed with Jiangmen Telecom, and will provide PAS capacity to the city of Jiangmen and two suburbs. To date UTStarcom has installed its PAS in three other cities in Guangdong Province. Guangdong Province, one of China's most economically developed areas, is located on the southern coast of China and has a population of more than 70 million. The city of Jiangmen is located in the Pearl River Delta and has a population of 3.8 million, with a teledensity rate of approximately 30%. UTStarcom's PAS provides city-wide wireless mobile phone service for a community of up to several hundred thousand subscribers at traffic densities of upwards of 2,000 subscribers per square kilometer.

Shaanxi Telecom to Build China's Largest Broadband Internet Access Network with Cisco Gear Cisco Systems, Inc., announced that Shaanxi Telecom, one of China's fastest growing internet service providers, has chosen solutions from Cisco Systems to build the country's largest broadband Internet access network. Shaanxi Telecom, which already has captured 90 per cent of the market in its home province, is one of the first service providers in Asia to implement Cisco's powerful multiprotocol label switching (MPLS) technology. Cisco's MPLS enables ISPs to optimize network traffic to ensure maximum throughput, minimum delay and reduce the overall cost of implementing and managing the network. The Shaanxi Telecom deal, which totals an estimated US $3.5 million, includes Cisco SC2200 series signaling controllers, Cisco 12008 GSRs as well as Catalyst 7500 series routers, AS5800 high density, high performance carrier class dial Access Server, and Cisco Catalyst 5500 enterprise switch.

Under the terms of this agreement, oCen and NetStar will jointly market basic voice over IP (VoIP) and fax over IP (FoIP) services and future enhanced IP-based communications services to corporations in Asia.

Nokia to Deliver First Commercial WAP Contract in Mainlaind China to Jilin MCC Nokia has signed the first contract with Jilin Mobile Communication Co. to offer the corporation a commercial WAP (Wireless Application Protocol) solution in mainland China. Deliveries have already begun of the Nokia Artus Messaging Platform, including both WAP gateway and Messaging modules. Nokia will also provide the necessary system integration, making the contract a comprehensive end-to-end solution. With the Messaging module of Nokia Artus Messaging Platform, Jilin can offer value-added messaging and mobile Internet services to all GSM users who have phones that support short messages, even if they don't have WAP-enabled phones. Jilin MCC currently has 1,000,000 subscribers and operates GSM 900 and GSM 1800 networks in Jilin Province.
