In considering the possible sources for the burst interference that you are observing, your field of view should include not only harmonic problems originating directly from individual RF sources at integral sub-multiples of the frequency you are observing, but must necessarily take into account inter-modulation problems caused by the effects of two or more apparently unrelated RF sources being on the air at the same time.

Analysis of such problems is extremely complex at best (even with RF sources that are on the air for significantly long periods of times), but is even more complex with digital transmission sources, since they may be actually producing RF in extremely short bursts, and further complicated by the fact that the problem may result from the (un)fortuitous effects of two or more such momentary sources perchance being in operation at the same time. Analysis of possible interference and inter-mod sources becomes much more complex as the number of RF producing sources increases with growing communications density.

The inter-mod problem itself and RFI problems in general are a very complex area, and one for which someone much more knowledgeable than I would have to provide you with specific suggestions for analysis and remedial actions.
