The interplay and interdependence of the 3d and 13d CCI dynamics (Equis version) is probably one of the more intriguing studies within which I immerse myself.
First of all, the activities of these CCIs shuold not be used uotside the application of the other meat 'n' potatoes 56er stuff.
Second of all, the activities of these CCIs are a powerful adjunct to the make-up of "attitude" (which justifiably belabors the "First of all" point).
Now...to somewhat answer your question...

Supportive volume is always the first requirement...

A strong 13 dCCI (recent acceleration through +100 is preferred) will allow for any upturn of the 3 dCCI to be taken as a buy signal. Familiarity with how the 3 dCCI moves and a watchful eye on intraday price/technical activity can help with a decision to buy (or not) into a signal rather than the day after one.
Another 13/3 dCCI application is as a component the Seattle Gap setup...for which yuo have the rules I believe......??
It is also a fact that an uptrending 3 will help pull up the 13. The crux of this lies in where the 13 is at the time...what type of pattern or formation has (or has not) been established and whether or not the 13 has proper tone.
