I guess the INS of DOJ of the United States of America is credible enough for you to grant me a permanent residency in the US as "..outstanding researcher or scholar.." after thorough evaluation of my credentials. I admit it is a step less than the highest category of "persons with outstanding abilities in ...", but nevertheless... Just trying to help you a little here, "big boy":)
