In looking over past declines (98, 94, 87) I may have come across an interesting finding. It appears that the final climbs out of the morass in these cases have always been accompanied (reasonably early) by the price bars re-establishing steady contact for the 1st time since the initial drop with the upper band of 20 day ema, 2SD Bollinger bands. These happen to be the parameters I use - it may be that they could be optimized better, but this seems to give a pretty good indication.

I don't have charts for a decline that leads into a real bear market, so don't know what would happen there, but I'd be interested to know what others think.
