Frank, interesting that you have already tackled the problem. I had thought that wireline equivalence would have provided a starting point; certainly "soft" gains make the solution more difficult: any baseline would have to include an arbitrary decision on what constitutes gain.

Dark fiber should be factored in, too... well, perhaps in the next few years some generally accepted figures will emerge. Another phenomenon that we can't quantify, because we can't figure out how to measure it.

Should have guessed that you'd been there, already; a knotty problem that must have caused a lot of head-scratching.
