Here is one possibility... The heads of Congress's tax-writing committees set May 7, 1997, as the effective date for any capital-gains tax cuts that will be worked out as part of the budget plan... In doing so, investors who chose to wait on the news will likely take advantage of the announcement in early trading to secure profits registered in the recent market rally. People who shorted Amati may be locking in their profits...move seems to have stalled around 12... Gary
