Mark Roberts of First Union Securities, He said and I paraphrase...We have confirmationg from a
number of sources that the EU did successfully pressure ETSI into ratifiing or at least agreeing to
ratify all global 3g standards that would be promoted by the IMT, Q's tech a key part of that. Good
indication that Europe is slowly opening to Q's tech. ETSI is still trying to keep Q out by mandating
that at least one carrier in every country must deploy only the UMTS standard WCDMA--still trying
to limit Q's potential....but at least they did allow all 3G standards including CDMA2000 in Europe.

Pressure came from US government, threatening trade sanctions or world court lawsuit as well as
Vodafone, which wants 3g standard worldwide....Not that they are choosing Q's just keeping
options open.
