Mr. Phillips is advocating that Brazil should be the first country in the Americas to choose spectrum that virtually mandates a particular technology decision. The "mistakes of North America" are the mistakes of the Americas. These mistakes allow choice of technology and set no barriers on competition amongst technology.

As I have mentioned to Tero before, I find this particular piece of journalism somewhat distasteful, and am surprised that the GSM Association chose to link it off of their home page, even thought it was written by a "former war correspondent for CBS News".
