But how is it going to work? Is the government going to put 2% of the trust in index funds? which ones? Is there going to be a cafeteria plan of funds and everyone checks a box? Who administers these funds and how big a bribe to they have to pay to get on the list? Are people going to be able to pull their social security to pay for a first house? or education? or doctor bills?. How much is it going to cost to keep track of what sounds like the world's largest 401 plan. Will people be able to change their mind about their investments? how often? via internet? There is a lot of room for corruption in this plan.
