There's still time to undo some of the damage... by not using the 1900 MHz frequency the Latin American markets would remain in step with major W-CDMA markets; enabling the Brazilians to purchase identical equipment as the European W-CDMA operators.

The key issue here is the equipment; GSM-1800 would open Latin America for cutting edge handsets like V-series, 8210, 8850, R320, R380, the Siemens models, etc. US consumers are now cruelly locked out of the hottest phone market on earth for up to 12-16 months after these models are launched in the GSM-900/1800 format. I would not wish this fate on our friends in Brazil.

It's a humanitarian concern.
