Mr. Chairman, I have a quibble with #1. The "inexplicable" price action on POS has been explained quite nicely:

(Briefly: When POS drops more than 15% in four days or less just before option expiration week, buying it at that point would have brought a 15% gain in four days or less, more than 80% of the time, since 1995. N.B: The drop in POS from 65 to 53 3/4 since Thursday is exactly this kind of drop!)

May I suggest that the requirement instead be "obvious signs of manipulation during option expiration week".
