This excerpt (posted on yahoo) might help explain. I believe the 1999 line is a misprint and should read 15 million total users. The 4:1 ratio is what gives you the acceleration factor on users to revenue.

Excerpt from Prudential Analyst Report on CTXS dated May 4, 2000:

CTXS: Six Million Concurrent Users;
Today Citrix announced that the Company has sold
six million seats since launching the Independent
Computing Architecture (ICA) in 1995. Citrix gets
paid for concurrent seats supported by Citrix
servers. The Company estimates that each seat
license now supports four end users.

The following tables detail the strong growth
of ICA total end users and concurrent seats
sold. Clearly, growth remains strong and we
believe that, as computing becomes a utility
through wireless applications and ASPs, these
numbers could reach into the hundreds of
millions.
