Microsoft's proposals are woefully inadequate in one regard.

Access to APIs. Microsoft would be enjoined from denying any independent software developer timely and complete access to the technical information Microsoft makes available to the software development community at large. The company would also be enjoined from conditioning the release of information on a developer's agreement not to support a non-Microsoft platform.

A large source of Microsofts abuse of the software community is the APIs that it does not make available to the software development community. Short of breakup, Microsoft should publish interfaces to the OS used by any application (which could be defined as any microsoft program that does not regularly ship on Windows at no extra cost). Enforcement could be via a bounty paid to any developer which discovers an unpublished interface.
