Greenspan would choose recession over 2.5% inflation. I sincerely doubt it. Price stability doesn't always translate as 2% at every fork in the road.
The Clinton reappointment of Greenspan so early on was quid quo pro for benign election year policy(2nd half of year in this case) plus you missed my major point as well. Greenspan will be more comfortable controlling liberally inclined democrats than supply side republicans with their larger than life tax cuts.
