Hmm...

For me:

To highlight all the cookies, I select the top one and hold down the shift buttton and select the bottom one and all in between are highlighted.

When I hit delete, I then get a confirmation box asking if I want to this cookie, for each and every one.

This is only in the Windows\TempInetFile\ folder. The regular cookie folder deletes all files at once.
