I don't have any good suggestions. This is an item I set up a long time ago and it worked so well I have since taken it for granted. Here is my set up. Comparing it with yours might give you a clue.

"Power Schemes" "Always On"
"Turn monitor off after" "15 minutes"
"Turn hard disks off after" "1 hour"

I am still using the first edition of Windows 98.
