I probably wouldn't cut them back if I were to try replanting them. I doubt it would make all that much difference to them. Just out of curiosity, do you see anything weird around the "trunk" of the trees where they come out of the ground... black, sticky stuff...?? That is some kind of fruit tree problem that seems to effect cherry trees... think it is caused by an insect of some kind... Can't remember which one though... Anyhow, I'd be surprised if the dog doo-doo is causing the problem. If I were worried about that, rather than actually moving the trees right now, I might try just removing some soil from around them and replacing it with some fresh stuff.... That's just a thought and not based on any real horticultural knowledge. I just know that a tree that is already pretty stressed out probably can't handle a move too well, but could probably handle a bit of fiddling around to improve the soil condition...
