Question about Alex Cena's Q statement:

"This is a big psychological positive for Qualcomm as the financial impact is neutral whether operators choose CDMA2000 or W-CDMA as it receives royalties from both standards."

There is more than royalties. I thought going with CDMA2000 meant good chances Q's chips will be used in CDMA2000 mobiles while going with W-CDMA would have meant considerable uncertainty whose chips would be used. So why does Cena say financially "neutral"?
