Yes, it is. People can be extremely competent (and aware) in some areas, and extremely incompetent (and blind) in others. You probably know people who are like that. Organizations, and management teams, can be like that too. Remember, this is a new problem for Microsoft. They have never been challenged in this way before. Other industries have been heavily regulated for decades, and have had to acquire the skills to deal with government regulators and politicians. Software companies haven't had to do that, until very recently. So far, Microsoft's learning curve has been pretty flat.

Sure, they have a strategy. It's just not working.
