Cash flow ratio.

This message is for anyone who'll take the time to answer
my question.

Is there a norm/average ratio of stock price to cash flow
for small oil companies? I received a notice from such
a company saying that they had increased their cash flow
to 18 cents annualized. Their price is 37 cents.
That would give a 1 to 2 ratio approximately. Is that low, high, normal? I've looked around and haven't found any
particular consistency. Or does it matter? Is BPO what I
should be looking at?
