Why is NOK the only licensee for 3G with IDCC?

The NOK/IDCC relationship was/is to develop new technology for 3G. IDCC is providing "technology building blocks" for Nokia to use in its products.

As for other licensees, it's too early. There won't be any 3G licensing agreements with IDCC until a system is actually deployed.
