The number of shares short can not exceed the number of shares outstanding. A UPC 11830 restriction will be put on the stock well before that level is reached (oops, GSTRF is already there). Shares that are shorted are not 'marked' as borrowed from a specific long, rather they come from a pool of shares held by the clearing house. The clearing house only lends available shares out once.

It really is amusing watching you clueless longs guessing at and making things up to fill in the blanks in your knowledge. There is some really hilarious stuff on this thread, like the nonsense about shorts 'creating illegal credit'. At least that was a new one. Most of the consternations here are reruns of other unknowledgable investors ruminations wrt why their favorite stock has hit the skids.
