BH, in any new process implementation (and shrink is one such process), the yields are initially low and improve as the experience with the new process improve. However, going from .28 to .24 Micron, does not really involve new process steps, the same tools are used (at least in most systems), thus I would not expect to see an impact on yields from this transition.
