I know that what you say is absolutely correct for how things used to be in DOD, but I simply don't have a clue for other agencies.

Btw, I thought I might add that currently DOD has approx an 18,000 case backlog for security clearances, 3 times what I last heard it was about 12 months ago. I received this info from a DIS agent who was updating a clearance on an associate of mine who had used me as a reference.

That's 18,000 men and women who are currently operating on an interim clearance provided by their SSO and the CCF (Central Clearing Facility) who may pose a security risk (or may not).

Just astounding!!!
