The right of self- defense is intrinsic. People must be at liberty to make any reasonable provision to protect their persons, dependents, and property. A reasonable provision, for example, would allow as much fire power as would come into play for all lawful purposes. Thus, rocket launchers could be banned. "Reasonable provision" would permit concealed carrying, but might also involve conditions that could be met by the law-abiding and competent, such as passing a training course in order to be licensed. Public safety and the right of the individual can be balanced, and the call to enforce existing laws before writing new ones is only reasonable........
