Hemant, although i'm based in Europe i am not particularly well informed regarding European markets.
but from what i do know, i can tell you that e.g. the Austrian market is trading at a political discount right now, which usually spells buying opportunity. Belgium which you mention, is generally regarded as a non-tech market and as such was under pressure early this year in concert with the Dow/NYA. it's relatively speaking still a cheap market. one good reason to look upon Europe favorably is the depressed Euro. you're probably standing a good chance of pocketing a quick 10% currency gain on the next short covering rally in the Euro...
