your question regarding the temp folder is, "Can I erase these without ramifications?" the best response i've been able to find to that question is

You can safely remove anything in C:\Windows\Temp
that was created before the current Windows session.


check out the following post for more info, and for a very effective way to wipe out these files each time you boot up.
