Sorry, X, but I don't think we should blame the government for this either. If I had a son who became ill while visiting Italy, I would rather he spent time with my relatives there rather than being placed in some foster home. It is always natural to assume that relatives would give greater care to a loved one than a stranger would. How was the government to know that the Miami relatives were a bunch of lunatics who would put their personal political agenda ahead of a child's well-being.

Would you prefer your children stay with your cousin or a stranger?
