I think Juan had met some of the relatives at some point in Cuba, and probably had reason to feel that they could be trusted to care for his son. He could easily have felt very threatened by the idea of our government getting custody of Elian-- surely relatives would be much safer!
He of course, had no idea, how those poor, unsophisticated relatives would be played and manipulated by the Miami machine. All they wanted was for their family to be reunited in America, and they were exploited and encouraged for political reasons to turn on Juan.

Funny thing about relatives. We have chosen some dear friends to care for our children should anything happen to us.
