Hello t36. I'm afraid I don't understand your question very well.

Are you asking, "Who offers end to end data services, inclusive of LAN connections, from desktop to desktop, on an international basis?" Is that your question?

As far as I know, with the exception of a few companies who are able to offer this to a limited number of city pairs, no one. At least no one has this capability on a significant enough number of cities pairs to qualify as "the one."

Alliances, consortia, peering arrangements, and other forms of partnering amongst providers exist to facilitate end to end service under one service umbrella for contractual purposes and SLAs (for whatever they are worth), but these are not the same as offering end to end services down to the desktop ubiquitously by a solitary provider. Kindly narrow down your question making it more specific, if you please.
