Seven years of abundance and seven years of famine? Joseph did it in Egypt Pharaoh's time by warehousing; central planning can do it now and forever, too.

Drought is the cause in Egypt. Drought is the cause now. Fortunately, drought does not appear all around the world. Overproduction of agricultural products depletes water in the ground. California sells their water not their agricultural products. Crop rotation restores water in the ground. Crop supply around the world gives us rotation and continuous supply of food.

To fight drought, we have to redistribute the sea water for irrigation by first using reverse osmosis to remove salt. Then the water in the food gets discharged in densely populated areas and wind blown back to the sea. Recycling of water takes money and sweat labor. We have to have both.

In America, we have the Corp of engineers in the Army to do the planning of water recycling from sea water. Drought may be a thing of the past?
