** ECHOSTAR COMM. (DISH: 13-3/8, - 2) said Friday it has filed for a declaratory judgment in the U.S. District Court for Colorado, that seeks a judgment confirming the obligation of NEWS CORP. (NWS:18-7/8, +1/4) to loan EchoStar $200 million. EchoStar said it is confident that the court will confirm its position. News Corp officials were not immediately available for comment. In February, EchoStar and News Corp announced a direct-TV satellite deal, but last week the deal seemed to have snagged on a dispute over which conditional-access system would be used.
