The number of POP's is not really the right question as the technology for providing local access numbers is changing rapidly. For example, in Southern California, EarthLink will ultimately end of with just one physical POP that supports all of Southern Calfornia. What is important is local access coverage and the number of ports available to its users. Within the next three months, EarthLink's customers will have access to well over 300K ports and local access coverage at around 5 of the U.S.

As for the costs, to develop a POP, has been historically about 1/2 of all of an ISP's captital costs but this is changing rapidly as the cost per port for these devices continue to decline. Due to confidentiality as to what we pay for specific devices, I won't respond to specifically how much we pay. I hope this answers your question.

P.S. We have over 7000 ports in Southern California and will probably have around twice that by the end of this year.
